Pero ¿de qué está hecha esta montaña en la que aún en la cima no podemos descansar? ¿Quiénes han construido teorías para alzar y sostener sus estructuras? ¿Quiénes manejan los socavones de la justicia y quiénes los ríos de las comunicaciones que la refuerzan?
miscarriage of justice??
Thanks

: A lot of hits for the verb: socavar/undermine justice, democracy, sovereignty, etc.

[who] keeps subverting/sabotaging/undermining the judicial process
The fact that it's plural in Spanish means (to me) that it's a repeated ongoing process that needs to be reflected in the translation.
Also, I think 'judicial process' helps to make the idea more concrete.

Discussion
'Socavón' means 'hole', 'sinkhole', 'pit' or 'cavern'.
