This is probably an internal abbreviation and it is best to ask the client if you can. My guess is that this is an abbreviation of 先に開示された（技術）. スバル先開技術 suggests that this is similar to 先行技術 (prior art in the patent language). 先開企画書 may sound contradictory (why do you need to plan for something that is already disclosed?) but I guess this is 先行して開示された技術に対する指針を定めた文書.
