I think "streamline the organization and introduce labor-saving operations" works perfectly. The kanji hints at lay-offs but this is covered sufficiently with that nuance in "labor".

I think "labor reduction" works too but it doesn't have as strong a sense of saving time or working less and has more of a "job cuts" feel.

workfoce reduction
I believe this refers to the reduction of the number of workers, rather than the number of work hours especially when it is talking about an organization. Headcount reduction is another way to put it, but this is usually used when laying off people. Workforce reduction sounds a little nicer, although the Japanese already sounds nasty.
