packaging
It uses the anglicism 'packaging', defining it as the primary packaging for a cosmetic product, comprising separate 'articles de conditionnement' (such as the label, pump, bottle, cap or closure). There is no suggestion that this 'packaging' is the outer highly decorative layer designed to attract maximum attention from potential customers.
I am currently translating this term as 'packaging set'. I have excluded 'packaging unit' as this could be confused with the individual components. I had considered 'packaging ensemble', but I am aware that an 'ensemble' in English often implies some deeper aesthetic harmony.
Would anyone have a better suggestion?

You haven't given any examples, and you seem to have answered your own question when you say 'primary packaging'. This can also be referred to as inner packaging. The outer layer, if any, is called secondary packaging.
