La formule anglaise me semble plutôt bizarre "If one is to draw a conclusion from the reports, it is hard to avoid the notion that ..." mais peut-être le contexte clarifie-t-il les choses? A mon avis, le "If one is to draw a conclusion from the reports" pourrait suggérer par exemple que la fiabilité de ces rapports est mise en doute.
