I don't think it is "capturing the elites", which would be something positive. The text says that decentralized governments have the same problems as centralized governments : elites capture (resources, I guess).

agree  Mehdi Caps: Vous avez très probablement raison. J'ai vu "elite capture" comme synonyme de "state capture", qui est exactement ce que vous décrivez. Le problème est de déterminer ce que ces élites s'approprient, cependant : le pouvoir, les ressources ou les deux.
