On balance, I'd stick with the first option. After all, "environmental feasibility" and "environmental feasibility studies" are already widely used terms in this context. Other solutions seem to lean in a similar direction as my second option but that's making assumptions, in my opinion. We haven't been given any information that would clearly point us towards a more narrow reading of "Ermöglichung."
