I don't think you would need to translate 長短 as it might sound unnatural in English.

agree Aerandor : This would be how I would translate it as well. Same goes for your comment on legal documents, which is the only place it would seem necessary to distinguish between the two types of markets.

長期金融市場:capital market
短期金融市場:money market
開:open
長短:a short form of 長期短期, referring to the both markets.

I do not know what “開” exactly refers to. It might be a typo of “界.” But that does not seems likely either. On the other hand, the Japanese sentence could make sense without “開” since if it is talking about the flow of funds in the capital markets and the money markets.
