Denomination: Training on the R&TTE market surveillance chain in Germany, regarding to: organization, legal framework, infrastructures, staff, interrelation at National and European level, and/or IT systems.
Type: Training
Objetive: To present the aim of the new approach regarding the R&TTE-Directive using the example of the market surveillance activities at the Bundesnetzagentur. Information will be given also about the collaboration with the German customs authorities and eCommerce investigations.
Methodology: The activity will be realized where the tasks of Bundesnetzagentur regarding the market surveillance will be explained during three days.
The activity will mainly focus on presenting different aspects of the German Market Surveillance system at Bundesnetzagentu. This includes general aspects as well as Customs checks and eCommerce investigations.
Therefore, some PowerPoint slides which explain the role of the Martket surveillance system and the R&TTE Directive, based on the experience of implementation in Germany will be used.
During a three days Workshop (three hours each day) the German Market Surveillance Systemwill be explained to the Turkish officials and the Turkish Market Surveillance System will be analysed.
On the final day, a report, which elaborates the benchmarks that have been reached, will be delivered to the RTA.

Source text - Spanish La exposición de esta actividad ha estado enfocada a la optimización y mejora en la aplicación de procedimientos para las inspecciones de mercado y relación con laboratorios para verificación del cumplimiento de las normas aplicables en cada caso. Exposición de
procedimientos prácticos para la vigilancia del mercado de equipos de telecomunicación y TIC en tiendas, almacenes, denuncias u otros agentes. Se informa sobre el tipo de actuaciones directas e indirectas. Se exponen las fórmulas; de planificación de campaña de inspecciones por parte de los Servicios Centrales de la SETSI, de actuaciones a seguir en caso de denuncias o intervenciones derivadas de detecciones por interferencias y la ejecución de las inspecciones por parte del personal inspector de las Jefaturas Provinciales de Inspección de Telecomunicaciones.
En los casos de retirada para análisis en Laboratorio, se informa sobre la interacción con los mismos, facilitando los modelos de actas e informes a emplear en dichas actuaciones y diagrama descriptivo de la secuencia a seguir. Se muestra video ilustrativo con la recreación de actuación de retirada de equipos de comercio, entrega en Laboratorio designado, detalle de todas las pruebas realizadas en el mismo y devolución a la Jefatura de Inspección que realizó la retirada.
Se informa sobre la disponibilidad de documento profesional para los inspectores con incorporación de chip que permita realizar certificación electrónica, incluida la firma electrónica de documentos. Dicho documento facilita la doble función de acreditación a los inspectores y la de su empleo para la firma electrónica. Se aportan breves nociones sobre el concepto básico de firma electrónica y su aplicación en la optimización de la gestión de las evidencias obtenidas. Se distingue entre los tratamientos a realizar en las evidencias obtenidas, de forma que a evidencias documentales tales como actas o facturas, se les aplica el tratamiento de compulsa electrónica y a las evidencias electrónicas tales como fotografías digitales se les aplican tratamientos de certificación electrónica.
Translation - English The exhibition of this activity has focused on the optimization and improvement of the application of procedures for the market inspections and the relation with laboratories for the verification of compatibility with the standards that are applicable in each case. The exhibition of practical procedures for the market surveillance of telecommunications and ICT equipment in shops, warehouses and for reporting an equipment and other agents. It informs about the types of direct or indirect activities.
The formulas are presented for the planning of campaign of inspections by the central services of the SETSI, for actions to be followed in case of complaints or interventions arose from interference detection and implementation of inspections on the part of staff inspector of the Provincial Directorate of Inspection of Telecommunications.
In cases of withdrawal for analysis in the laboratory, it reports on the interaction with them, providing models of records and reports to be used in such actions and descriptive diagram of the sequence to follow. The illustrative video with the recreation of the action of withdrawal of the
equipment of commerce, delivered in designated laboratory, the details of all the tests performed on the equipment and its return to the Directorate of Inspection who made the withdrawal.
The activity gave information about the availability of professional document for inspectors with corporation of the chip that allows electronic certification, including the electronic signature of the documents. This document provides the double function of accreditation to inspectors and its utilization for the electronic signature. Brief notions about the basic concept of digital signature and its application in the optimization of the management of the collected evidence are provided.
Distinction is made between the treatments to be made on the collected evidence, so that the treatment of electronic certification is applied to the documented evidence such as certificates or
invoices and electronic certification is applied to the evidences such as digital photographs.
