Daqui para frente, o ponto de partida da UNESCO se mantém firme e claro – as pessoas transformam as sociedades, não as tecnologias. Novas TIC oferecem vastas oportunidades para acelerar o progresso em direção a um desenvolvimento sustentável e inclusivo, mas, sozinhas, elas não são suficientes. Empoderar individualmente mulheres e homens requer não só o acesso à informação, mas habilidades para transformá-la em conhecimento. Isso envolve ensino de qualidade, em ambientes formais ou informais, de maneira a promover a participação plena do aluno. Isso demanda políticas focadas na superação de novos modos de inclusão, como é o caso da exclusão digital, que surge em todo o mundo, entre diferentes sociedades ou mesmo dentro delas.
Translation - English Renovating our view of knowledge societies is critical at a time when creating and sharing knowledge has become essential to all societies. From this point on, UNESCO’s bottom line remains firm and clear – people, not technology, transform societies. New ICT offer vast opportunities to drive progression in sustainable and comprehensive development, but left alone, they aren't enough. Empowering men and women on an individual basis requires not only access to information but also the skills to render this information into knowledge. This entails quality education, in both formal and informal settings, in order to promote full student participation. This calls for policies focused on overcoming new methods of inclusion, as is the case in digital exclusion, which occur worldwide, between and even within different societies.
