ﺣﺴﺐ اﺗﻔﺎﻗﻴﺔ أوﺳﻠﻮ اﻟﻤﺆﻗﺘﺔ اﻟﻤﻮﻗﻌﺔ ﻓﻲ اﻟﺜﺎﻣﻦ واﻟﻌﺸﺮﻳﻦ ﻣﻦ ﺷﻬﺮ أﻳﻠﻮل ﻣﻦ اﻟﻌﺎم 1995 بين اﻟﺴﻠﻄﺔ اﻟﻮﻃﻨﻴﺔ اﻟﻔﻠﺴﻄﻴﻨﻴﺔ وإﺳﺮاﺋﻴﻞ، ﺗﻢ ﺗﻘﺴﻴﻢ أراﺿﻲ ﻣﺪﻳﻨﺔ ﺑﻴﺖ ﺳﺎﺣﻮر إﻟﻰ ﻣﻨﺎﻃﻖ (ا) و (ج) ﺣﻴﺚ ﺗﻢ ﺗﺼﻨﻴﻒ، ﻣﺴﺎﺣﺔ (%52.8) 4389 دوﻧﻤﺎ ﻣﻦ ﻣﺴﺎﺣﺔ اﻟﻤﺪﻳﻨﺔ (ﻣﻦ أراﺿﻲ اﻟﻤﺪﻳﻨﺔ آﻤﻨﺎﻃﻖ ا)، وهﻲ اﻟﻤﻨﺎﻃﻖ اﻟﺘﻲ ﺗﺨﻀﻊ ﻟﻠﺴﻴﻄﺮة اﻟﻔﻠﺴﻄﻴﻨﻴﺔ اﻟﻜﺎﻣﻠﺔ أﻣﻨﻴﺎ وإدارﻳﺎ، ﺑﻴﻨﻤﺎ ﺗﻢ ﺗﺼﻨﻴﻒ (%47.2) 3917 دوﻧﻤﺎ ﻣﻦ أراﺿﻲ اﻟﻤﺪﻳﻨﺔ ﻣﻦ اﻟﻤﺴﺎﺣﺔ اﻟﻜﻠﻴﺔ ﻟﻠﻤﺪﻳﻨﺔ ﻤﻨﻄﻘﺔ (ج) وهﻲ اﻟﻤﻨﻄﻘﺔ اﻟﺘﻲ ، ﺗﺨﻀﻊ ﻟﻠﺴﻴﻄﺮة اﻹﺳﺮاﺋﻴﻠﻴﺔ اﻟﻜﺎﻣﻠﺔ، ﺣﻴﺚ ﻳﻤﻨﻊ ﻓﻴﻬﺎ اﻟﺒﻨﺎء اﻟﻔﻠﺴﻄﻴﻨﻲ أو اﻻﺳﺘﻔﺎدة ﻣﻨﻬﺎ ﺑﺄي ﺷﻜﻞ ﻣﻦ اﻷﺷﻜﺎل إﻻ ﺑﺘﺼﺮﻳﺢ ﺻﺎدر ﻋﻦ اﻹدارة اﻟﻤﺪﻧﻴﺔ اﻹﺳﺮاﺋﻴﻠﻴﺔ ﻓﻲ ﺑﻴﺖ ﻟﺤﻢ. وﺗﺸﻤﻞ ﻣﻨﺎﻃﻖ (ج) اﻟﻌﻤﺮاﻧﻴﺔ.
تعرف باسم بلدة الرعاة نسبة إلى سهل خصب يقع شرق بيت ساحور ويعرف باسم حقل الرعاة. سنة 1942م انضمت مع باقي الأراضي الفلسطينية الواقعة خارج خطوط الهدنة في وحدة مع الأردن لتكون تحت لواء الحكم الأردني في إطار المملكة الأردنية الهاشمية. ولكن في 5 يونيو 1967 م احتلت بواسطة جيش الاحتلال الإسرائيلي ضمن أراضي الضفة الغربية. وفي 23 ديسمبر 1995 رحل عنها الاحتلال الإسرائيلي لتستلمها السلطة الوطنية الفلسطينية.
يعتقد أن الاسم ساحور آرامي كلداني ويعني الساهر وأن أصل الاسم هو بيت ساهور أي بيت السهرة حيث كان الرعاة يسهرون في سهول هذه المدينة على قطعانهم بينما يعتقد آخرون أن الكلمة ساحور أصلها كلمة ساحر أو منجم حيث سحر الرعاة في هذه البقعة بميلاد السيد المسيح أيا كان فإن كلا الاعتقادين السابقين يرتبط بلا شك بقصة ميلاد السيد المسيح إذ أن الرعاة كانوا يسهرون على قطعانهم وكما ورد في إنجيل لوقا 8:2 "وكان في تلك الكورة رعاة متبدين يحرسون حراسات الليل على رعيتهم" وأن هؤلاء الرعاة قد سحروا ببشارة الملائكة.وأيضا هناك مقولة بأن الاسم هو بيت سوهر ويعني بالعبرية السجن نسبة إلى سجن إسرائيلي كان يقع في تلك المنطقة
نستدل من الاثار التي خلفها لنا الاقدمون على ان مدينة بيت ساحور ضاربة في عمق التاريخ،حيث وجد في البلدة القديمة بقايا مساكن ومدافن كنعانية وابار مياه كان يستخدمها المزارعون سواء لاستخدامهم الشخصي او من اجل حيواناتهم،كما وجدت اثار رومانية من العهود البيزنطية الاولى،هذا اضافة الى الكثير من الكهوف المنتشرة في البلدة القديمة والتي توحي بعض الدلائل على ان هذه الكهوف كانت يوما مأوي لسكان المدينة القدماء.
لو رجعنا الى التوراة سوف نجد ان ابراهيم الخليل لا بد ان يكون قد مر بهذه المدينة وهو في طريقه الى حبرون/الخليل (تكوين18:13) وكذلك فعل طبعا حفيده يعقوب،حيث يعتقد المؤرخون بأن البرج الذي التجأ اليه يعقوب بعد ولادة زوجته راحيل لابنه بنيامين وموتها وهو في طريقه الى مدينة افراتة/بيت لحم،كان لا بد كان برج ايدر الذي كان مزارا او مقاما مقدسا يحج اليه الكنعانيون يومها،فنزل يعقوب خلف البرج ربما ليستأنس بالحجيج بعد مصيبته بزوجته وحبيبته راحيل(تكوين35: 16-22)حيث يسود الاعتقاد بناء على ما وجد من اثار ولقى،بأن برج ايدر هذا يمكن ان يكون في الجهة الشمالية الشرقية من حقل الرعاة اي بيت ساحور الحالية،كما وجدت اثار الى الشرق من موقع كنيسة الرعاة تدلل على هذا ايضا،كذلك اورد صاحب سفر راعوت من العهد القديم كيف ان بوعز كان يمتلك حقلا خصيبا في هذه المنطقة.
اما في الحقبة الرومانية وبعد قبول الامبراطور قسطنطين المسيحية فقد زارت الملكة هيلينا والدته المنطقة في بدايات القرن الرابع الميلادي وامرت بباء كنيسة في حقل الرعاة،الكنيسة التي احاطت بها الاديرة من كل جانب خلال نفس الفترة الزمنية تقريبا لبناء دير القديس سابا والقديس ثيوذوسيس،فعجت المنطقة بالحجاج المسيحيين والنساك الذين قدموا من كل بقاع االدنيا يومذاك،.
الأماكن الأثرية والسياحية في المدينة:
1. ﺑﺌﺮ اﻟﺴﻴﺪة اﻟﻌﺬراء : هذا اﻟﺒﺌﺮ هو واﺣﺪ ﻣﻦ أهم اﻟﻤﻐﺎﺋﺮ اﻟﻤﻮﺟﻮدة ﻓﻲ وﺳﻂ اﻟﻤﺪﻳﻨﺔ ﺣﻴﺚ، ﻳﻌﺘﻘﺪ أن ﻳﻌﻘﻮب هو اﻟﺬي ﺣﻔﺮه، واﻟﺮواﻳﺔ ﺗﻘﻮل أن ﻣﺮﻳﻢ اﻟﻌﺬراء وهي ﻓﻲ ﻃﺮﻳﻘﻬﺎ إﻟﻰ ﻣﺼﺮ، ﻗﺪ ﺷﻌﺮت ﺑﺎﻟﻌﻄﺶ فعرجت ﻋﻠﻰ هذا اﻟﺒﺌﺮ، وﻃﻠﺒﺖ ﻣﻦ ﺳﻴﺪة هﻨﺎك أن ﺗﻌﻄﻴﻬﺎ اﻟﻘﻠﻴﻞ ﻣﻦ اﻟﻤﺎء، وﻟﻜﻦ اﻟﻤﺮأة رﻓﻀﺖ وﺣﺪﺛﺖ اﻟﻤﻌﺠﺰة وﺑﺪأت اﻟﻤﻴﺎﻩ اﻟﺒﺌﺮ ﺑﺎﻻرﺗﻔﺎع.
• 2. دير الرعاة: يعتقد بانه بنى في عهد يوستنيانوس وقد عثر فيه على قبور رعاة الميلاد الثلاثة.
آﻨﻴﺴﺔ ﺣﻘﻞ اﻟﺮﻋﺎة ﻟﻠﺮوم اﻷرﺛﻮذكس: كنيسة ﺗﺤﺖ اﻷرض ﻣﻬﺪاة إﻟﻰ واﻟﺪة اﷲ، ﺗﻘﻊ ﻓﻲ واد ﺻﻐﻴﺮ ﻣﻠﻲء ﺑﺄﺷﺠﺎر اﻟﺰﻳﺘﻮن وﺗﻌﻮد إﻟﻰ 2000 عام. ﻳﻄﻠﻖ عليها اﻟﻤﺤﻠﻴﻮن اﺳﻢ "دﻳﺮ اﻟﺮﻋﺎة"وﻳﻌﻮد اﻻﺳﻢ ، إﻟﻰ اﻟﻤﻜﺎن اﻟﺬي ﻇﻬﺮ ﻓﻴﻪ اﻟﻤﻼئكة ﻟﻠﺮﻋﺎة ﻗﺎﺋًلين: "اﻟﻤﺠﺪ ﷲ ﻓﻲ اﻷﻋﺎﻟﻲ وﻋﻠﻰ اﻷرض اﻟﺴﻼم وﺑﺎﻟﻨﺎس اﻟﻤﺴﺮة ." هؤلاء ثلاثة ﻣﻦ اﻟﺮﻋﺎة اﻟﺬﻳﻦ ﺑﺸﺮهم اﻟﻤﻼك ﺑﻮﻻدة اﻟﻤﺴﻴﺢ ﺗﻢ دﻓﻨﻬﻢ اﻟﺠﺎﻧﺐ في اﻟﻐﺮﺑﻲ للكنيسة، وﻣﺎ زاﻟﺖ ﻗﺒﻮرهم ﻇﺎهرة للعيان.
3. كنيسة ﺣﻘﻞ اﻟﺮﻋﺎة ﻟﻠﻜﺎﺛﻮﻟﻴﻚ: ﻣﻌﺮوﻓﺔ ﺑﺎﺳﻢ دﻳﺮ إﺳﻴﺮ،ﺗﻘﻊ ﻋﻠﻰ ﺑﻌﺪ 1كم ﻣﻦ اﻟﺸﻤﺎل اﻟﻐﺮﺑﻲ ﻟﺤﻘﻞ اﻟﺮﻋﺎة اﻷرﺛﻮذكسي . وﻗﺪ تم ﺗﺸﻴﻴﺪ اﻟﺪﻳﺮ اﻟﺤﺎﻟﻲ ﻓﻲ ﻋﺎم 1953\1954 ﻋﻠﻰ اﻟﻜﻬﻒ اﻟﺬي ﻳﻌﺘﻘﺪ أن اﻟﺮﻋﺎة ﺑﺎﺗﻮا ﻓﻴﻪ، وهو كنيسة ﺷﻜﻞ ﻋﻠﻰ ﺧﻴﻤﺔ ﻣﻤﺎ ﻳﺴﻤﺢ ﺑﺪﺧﻮل اﻟﻀﻮء إﻟﻰ الكنيسه.
بيت ساحور من بين أوائل المدن الفلسطينية التي آان لديها مجلس بلدي محلي، حيث نظمت أول انتخابات
للمجلس البلدي عام 1925 ،وبما أن عدد سكانها في ذاك الوقت آان 5000 نسمة، فقد تحول المجلس المحلّي
إلى بلدية.
وكانت انتخابات المجلس البلدي تجري آل 4 سنوات، حتى عام 1976 ،عندما جمدت إسرائيل كل انتخابات
البلديات كوسيلة لمنع مؤيدي الحزب الفلسطيني من الفوز بهذه الانتخابات. ومنذ ذلك الحين وحتى عام 2000
لم يتم إجراء أية انتخابات .
وكان الذي يسيطر على الخطط الأساسية للبلدة، والتخطيط المدني، وتطوير البنية التحتية والتوظيف هو الإدارة الإسرائيلية العسكرية. وقد قامت السلطة الوطنية الفلسطينية بالتعاون مع المؤسسات السياسية والاجتماعية القائمة في المدينة عام 2000 بالموافقة على تعيين مجلس بلدي جديد، والذي سيخدم خلال الفترة الانتقالية حتى تأخذ المسائل الإدارية والتشريعية مكانها في الانتخابات البلدية.
ﺗﻮﻟﻰ اﻟﻤﺠﻠﺲ اﻟﺒﻠﺪي اﻟﺤﺎﻟﻲ ﻣﻨﺼﺒﻪ ﻓﻲ أﻳﺎر ﻣﻦ ﻋﺎم 2017 وﻳﺘﺄﻟﻒ ﻣﻦ 13 ﻋﻀًﻮا ﻣﻦ ﺑﻴﻨﻬﻢ اثنتين من ﻧﺴﺎء و3 من المسلمين.
تضم البلدية 25 موظفاً في 5 دوائر رئيسية وهي الادارة، المحاسبة، الصحة والبيئة، الهندسة والمشاريع، اضافة الى 32 عاملاً.
ﺗﻤﺘﻠﻚ اﻟﺒﻠﺪﻳﺔ ﻣﻘﺮاً داﺋﻤﺎ ﻟﻬﺎ، وﻳﺘﻮﻓﺮ ﻟﻠﺒﻠﺪﻳﺔ ﺳﻴﺎرﺗﺎن ﻟﺠﻤﻊ اﻟﻨﻔﺎﻳﺎت، وﺳﻴﺎرﺗﺎن ﺧﺎﺻﺘﺎن ﻟﻠﺒﻠﺪﻳﺔ ، وﺑﺎﺟﺮ ﻷﻋﻤﺎل اﻟﺤﻔﺮﻳﺎت. وﻣﻦ ﻣﺴﺆوﻟﻴﺎت اﻟﺒﻠﺪﻳﺔ اﻟﺘﻲ تقوم ﺑﻬﺎ، ﻣﺎ يلي:
1. توفير خدمات البنية التحتية
2. جمع النفايات، شق وتعبيد الطرق وتنظيف الشوارع، وتقديم الخدمات الاجتماعية
3. توفير مقرات للمؤسسات العامة الحكومية، البريد والأمن
4. حماية الأملاك الحكومية
5. توفير الأسواق العامة
6. توفير خدمة الصرف الصحي
7. تنظيم عملية البناء وإصدار التراخيص
8. تنفيذ المشاريع، وإعداد دراسات للمدينة.
تبلغ مساحه بيت ساحور 8.306 دونم بينما تبلغ الاراضي السكنيه المبنيه 826 دونم والاراضي الزراعيه 6195 دونم والاراضي التي سوف يتم عزلها للجدار 2140 دونم.
وتقوم نواه البلده على ربوه تتدرج في الارتفاع من حقل الرعاه تجاه مرتفعات بيت لحم فيما يعرف باسم اقدم الجبال حيث تتلاصق مساكن البلده القديمه فلا يقصل بينها سوى ازقه ضيقه تقطعها الى حارات صغيره وقلما ترتفع المباني في الجرء القديم من البلده عن طبقتين، اما البلده الحديثه فقد اتجهت نحو الشرق على محورين رئيسيين الاول محور جنوبي جنوبي شرقي باسم شارع اسطيح والتاني محور شمالي شرقي باسم شارع الرعاه وعلى طرفي كل منهما قامت البنايات الحديثه من الحجر الكلسي النقي
الانشطه الاقتصاديه الرئيسيه
حيث يعمل القليل من السكان بالزراعه بنسبه 6% وتشتهر بيت ساحور بزراعه الفاكوس والكوسا
الصناعه تحتل الصناعه جرءا متوسط حيث يبلغ 34% يوجد فيها مختلف أنواع الصناعات والحرف، ومن أهم مصانعها: مصنع بيت ساحور للكرتون، ومصنع للوحات الكهربائية. ويوجد فيها أيضاً فنادق ومسابح ومنتجعات سياحية.
انتعشت الفنون التقليدية، ومنها الصدف وخشب الزيتون والتطريز على الأقمشة.
وتسيطر على الصناعات التطبيقية أشكال التحف الصدفية والنحوتات الخشبية لكنيسة المهد والقيامة والصليب ومريم العذراء والمسيح، وصناديق حفظ الحلي المعدنية والصدفية والخشبية والقطع المطرزة الجميلة،
اما قطاع التكنولوجيا يشاهد ازدهارا متواصلاً، فباتت شبكة المعلومات أهم جسور التواصل بين البلدة والمدن الفلسطينية الأخرى من جهة والاقارب المغتربين في الخارج من جهة أخرى. فانشرت اشتراكات الإنترنت في البيوت والمدارس ومقاهي الإنترنت والشركات التي تعتمد على الإنترنت كنافذة أساسية لها
تقع مدينه بيت ساحور على ارتفاع 649مترا قوق سطح البحر ويبلغ المعدل السنوي للمطار فيها حوالي 454ملم اما معدل درجات الحراره فيصل الى 16.6 درجه مءؤيه ويبلغ معدل الرطوبه النسبيه حوالي60.3% تقع بيت ساحور في طل المطر اد تحجب مرتفعات بيت لحم الامطار عنها يسود في بيت ساحور مناخ متوسطي معتدل، ذو صيف حار وجاف، وشتاء بارد ممطر. يحل فصل الربيع في أواخر شهر مارس (آذار) وأوائل أبريل (نيسان)، ويعتبر شهرا يوليو (تموز) وأغسطس (آب) أحرّ شهور السنة، حيث يصل معدل درجات الحرارة فيهما إلى 28.9 ° مئوية (84 ° فهرنهايت)، أما أكثر الأشهر برودة فهو يناير (كانون الثاني)، ويصل فيه معدل درجة الحرارة إلى 3.9 ° مئوية (39 ° فهرنهايت).
أما بالنسبة لمعدلات الأمطار فتكون معدومة في بعض الأشهر مثل يونيو ويوليو وأغسطس. بينما يتساقط بين شهريّ أكتوبر (تشرين الأول) وأبريل (نيسان) عادةً، وتكون في أعلى معدلاتها في شهري يناير وفبراير حيث يمكن أن يصل مستواها إلى أكثر من 170 ميل يوجد فيها مختلف أنواع الصناعات والحرف، ومن أهم مصانعها: مصنع بيت ساحور للكرتون، ومصنع للوحات الكهربائية. ويوجد فيها أيضاً فنادق ومسابح ومنتجعات سياحية.
Translation - English Beit Sahour
Beit Sahour is a Palestinian city in Bethlehem Governorate located at 1.5 km east of Bethlehem City.
Beit Sahour is bordered by Ash Shawawra and Dar Salah villages to the east, Al Khas and An Nu’man village and Abu Ghoneim settlement to the north, Bethlehem city to the west, and Hindaza village to the south
Beit Sahour is located at an altitude of 649 meters above sea level with a mean annual rainfall of 454mm. The average annual temperature is 16.6 C, and the average annual humidity is about 60.3 per cent. The hills of Bethlehem block the rains from Beit Sahour as they are very close. Thus, the rainfall in Beit Sahour mounts to 170 millimeters which falls October through April, with a maximum rate in January and February.
Beit Sahour has Mediterranean climate, with hot and dry summers and mild, wet winters usually cool and rainy. January is the coolest with temperatures ranging from 1 – 13 Celsius. From May through September, the weather is warm and sunny. August is the hottest month, with a high of 30 degrees Celsius.
Beit Sahour is known of the social life between its Christian and Muslim residents who represent 80 and 20 per cent respectively. It is also known of very strong social ties and kinship which helped the town organize unprecedented nonviolent struggle in the history of the Palestinian cause.
In 1988 people in Beit Sahour decided to give back their Identity cards to the Israeli authorities as a protest to the Israeli military stopping and detaining Palestinian workers in the morning hours and confiscating their ID cards for long hours, which prevented them to go to their work, because at that time, no one could go anywhere without his/her ID cards on them. It is the first thing the Israeli military would ask for if they stop anyone in the street for any reason, and not having the ID might get anyone in troubles with the military.
In addition, the residents of Beit Sahour decided in 1989 to stop paying taxes to the Israeli Authorities saying that this authority does not represent them, as it is a foreign occupation authority, and paying tax to the occupation makes it stronger.
The Israeli response and dozens of the tax payers were detained and put in jail, a lot of their property were confiscated, their shops, stores, factories were emptied, but they refused to surrender.
The strong social fabric was a key element to the success of all the resistance efforts in Beit Sahour which became a model of nonviolent popular struggle in Palestine during the first Intifada (1987 - 1993).
Ancient History
Beit Sahour is also known as the town of the Shepherds. It is named after a fertile field to the east of the city known as the Shepherds’ Field. After the 1948 Nakba, Beit Sahour was annexed to Jordan similar to the rest of the West Bank inside the armistice lines. However it was occupied by Israeli in 1967 during the 6-day war, until 1995 as a result of the Oslo accords.
It is believed that name Sahour is Aramaic and means “Saher” the house of the “Night Watchers”, as it is believed that most of the residents of the town, are shepherds who night watch their cattle, and followed the start to Bethlehem to learn about the birth of Jesus. In the meantime another story suggests that the name derives from “Saher”, meaning “magician” or “astrologist” where the Shepherds who managed to understand the motions and positions of the stars learned about the birth of Jesus Christ from the star and followed it to Bethlehem. Thus, both stories have to do with the biblical story of the Birth of Jesus in a cave in Bethlehem according to Luke 2:8 “And there were shepherds living out in the fields nearby, keeping watch over their flocks at night.”
Archeologists suggest that Beit Sahour is an ancient city with roots that go back to the Canaanite period. Some burial sites, houses, water cisterns and other artifacts used by the Canaanites were also found around the town.
It is also believed that Abraham may have passed through Beit Sahour during his journey to Hebron, so did his grandson Jacob. Historians believe the tower that Jacob resorted to after the death of his wife Rachel during the birth of Benjamin, known as Eder Tower was a Canaanite Holy site and is believed to be on the northern side of Beit Sahour. This was mentioned as the field of Boaz in Ruth chapter in the old testament.
In the Roman era, after Constantine believed in God and announced Christianity as the religion of his empire, his mother Helena visited the area and decided to build the Church in the field now known as the Shepherds’ Field Church in the fourth century, and surrounded it by monasteries such as the monastery of saint Saba and Theodosius, which became a destination for Christian tourists and pilgrims from all over the world.
Archeological Sites:
Bir as-Sayidah - The Well of Mary:
One of the most important wells located in the center of city. It is believed that Jacob the son of Isaac (Grandson of Abraham) have drilled this well. It is said during their flight to Egypt Mary stopped for water. She asked a woman if she would draw water for her from the well. However, the woman refused but the water miraculously overflowed by itself from the well for Mary to drink.
The Orthodox Shepherds’ Field:
This church is located in a small valley filled with olive trees, some of which date back to 2,000 years ago, is a subterranean church dedicated to the Mother of God. Local Christians call the site Der Er-Ra'wat, meaning the “Convent of the Shepherds”. The site is revered as the spot where an angel, surrounded by a supernatural light, appeared to the bewildered shepherds and spoke: "Glory to God in the Highest, and on Earth, Peace among Men." Three of the shepherds to whom the angel announced the birth of Christ were buried in the west side of the Cave Church; their tombs are still visible.
The Catholic Shepherds’ Field:
The Franciscan site (The Catholic Shepherds’ Field), known as Der Es-Siar, located less than One kilometer north of the Orthodox Shepherd Field. According to archaeological evidence in the field, an early church dating from the fifth century was enlarged in the sixth century and stones from the octagonal structure of the Basilica of the Nativity were used in the construction of its apse. The present sanctuary, erected in 1953-54, stands over a cave in which the shepherds are believed to have lived. It is built in the shape of a tent, permitting natural light to enter the church in beautiful rays.
Modern History and local Governance
Beit Sahour was among the first cities in Palestine to have an organized local council. The first elections for the city council were held in 1925. In 1952, when the population was just over 5000, the village council was given the status of a municipality.
The Municipal Council elections were held every 4 years until 1976, when Israel froze all municipal elections as a means to prevent PLO supporters from running and winning the elections, accordingly, from 1976 up to 2000, no elections were held.
Moreover, the Israel Military Administration literally controls master plans of the city, urban planning, infrastructure development, and employment.
In August 2000, the Palestinian Authority in corporation with the political/social associations of the city agreed on appointing a new municipal council that will serve a transitional period until logistical and legislative issues are in place for conducting municipal elections.
The current municipal council took office in May 2017 in a free and democratic elections. The council comprises of 13 members, 2 of which are women, and 3 of which are Muslims.
The municipality owns a permanent headquarters, two vehicles to collect solid waste, two private cars, and a small Hummer for excavation works.
It is the responsibility of the Municipality to provide many services to the residents of Beit Sahour, including:
1- Infrastructure services such as water and electricity.
2- Solid waste collection, road construction and restoration, street cleaning, and Social development services.
3- Headquarters for the public government institutions: post mail and security.
4- Protection of the government properties.
5- Public markets.
6- Sewage network service.
7- Organization of the construction and licensing process.
8- Implementation of projects and case studies for the city.
Geopolitical Overview
The area of the town is around 8306 Dunams (1 Dunam = 1000 squared meter).
According to the Oslo accords signed between the Palestinian Liberation Organization and Israel on 28 September 1995, the Palestinian territories occupied in 1967 was categorized into three, A, B and C. Accordingly, Beit Sahour lands were split between Zone A and C. 52.8 per cent of Beit Sahour land was in zone A, which is the area under total Palestinian administrative and security control, and 47.2 per cent is in zone C, which is under total Israeli control, where building is not allowed unless a special permit is obtained from the Israeli military administration.
Of the 8306 dunams of Beit Sahour, only 826 are designated for construction whereas the remainder are agricultural lands, in addition to some 2100 dunams that will be confiscated by the construction of the apartheid wall by Israel.
The city center, which is the old part of the city, is located on a hilltop towards Bethlehem in the west, where the buildings are stacked close to each other, separated by small allies. Only few building have more than two stories in the city center. The new part of the city stretches more to the east in two main axes. The southern axis known as Steih Street and the northern one known as the YMCA street. On each of these two main streets a lot of new structures were built from pure lime stone.
Main Economic Activities:
The economy in Beit Sahour is dependent on several economic sectors, mainly: industry, which absorbs 34 percent of the city workforce. Beit Sahour is known of planting Faqqous and Squash, and only 6 per cent of its population are actually farmers.
The results of a field survey for the distribution of labor by economic activity in Beit Sahour are the following:

• Trade Sector (27%)
• Government or Private Employees Sector (17%)
• Services Sector (11%)
• Agriculture sector (6%)
• Israeli Labor Market (5%)
Beit Sahour houses carton boxes factory in addition to Electrical closets factory and over hundred Olive Wood and Mother of Pearl factories and workshops. Additionally, there are many hotels, swimming pools and tourist resorts in the city.
Thus, the main industry is the handcrafted Olive Wood and Mother of Pearl, some of which decorates the church of the Nativity in Bethlehem and the Church of the Holy Sepulcher in Jerusalem accompanied with some embroidered pieces of cloth.
Technology wise, Beit Sahour is very much dependent on technology especially in communications. Internet is almost in every house, school, restaurants and even cafes in town, and the internet became the main way of communications between those who immigrated to another part of the world and their relatives and friends who remained in town.
