Helium: How can I apply translations of CeX file to other files?

I'm now using Microsoft Helium 6.1.6 on Windows 7 Home Premium.
I want to apply translations of CeX file to other files, but I don't know how though I searched in help.
Does someone know how to do this?
Note: For some reason, the client didn't supply me with LocStudio that seems necessary for me to use the TM function in Helium. Shoud I request the client to give me LocStudio?
