"Without any strategy" may be what is happening on the surface, but what is happening inside this runner is just to run as hard as he can without worrying about other runners. This is essntially what Yasu is saying plus a latter half of what Will is saying. My answer is how I would translate this particular part, although omitting this first half would be annother good idea - just ran as hard as I could.

I would say "with no strategy other than giving it his all/going full out" or something along those lines.
You could say without any gamesmanship or maneuvering, but I would go with the first option myself.

競争相手を気にしないで、(競争相手との駆け引きを心配しないで)、自分の力を全て出し切ることに専念した意味だと思います。これも立派なstrategyですから、without any strategy とは言えないと思います。
