Clause in a leasing contract between a kibbutz and the Israel Land Administration:

Without receiving prior permission from the Jewish National Fund the kibbutz is forbidden to cut down or uproot groves and/ and/or avenues lined by trees and/or *עצי סרק* planted by the Jewish National Fund

neutral Textpertise : Dictionary definition of אילני סרק specifically states that it includes both trees without leaves and trees without fruit. Barren covers both meanings and agrees with Alcalay.

Barren tree

This is a tree that has mo fruit although I'm not sure that it is completely correct) and usually serves for beauty and decorative purposes

I forgot to mention that in Hebrew it also known as אילן סרק

disagree elli_fischer : "barren" implies no leaves either. the term means no fruit, not no leaves.

Just for your general knowledge, barren trees are not limited to leaveless trees, and also might have fruits, just not ones suitable for eating. And as much as fruitless fruit is correct by its own merit, thus barren in this context is absolutly viable

The dictionary definition of אילני סרק states that it refers to either trees without fruit or trees without leaves. Thus "barren" includes for both eventualities.
