a case of real fire or is it just smoke?

"Is the [market] boom in imported wine a case of real fire or is it just smoke?"

A touch of smoke in the English preserves the fiery metaphor.

Constant or Temperamental/ Temporary

"is the development of imported wine market constant or temperamental/ temporary?" I would choose "temperamental" for it can imply unpredictable/ explosive market condition.
