since this person has a record of non-payment with a list of aliases he has used and has been using with clear intentions of deceiving translators.

I had this e-mail today. I looked into the company and their website which is general and does not list an address. They claim to be a member of the ATA but are not on the ATA's list of members.

A scam!

I have been through the whole works with these parasites, and lost no money, fortunately, but a lot of time. Other colleagues have been less fortunate, one of them, in entire good faith, ending up owing 15,000 in forged traveller's cheque to her bank.

Leave these people well alone, and don't accept unconventional payments, particularly from abroad. The other touchstone is that the English is fractured, and not of language-industry standard, which undermines the credibility of people purporting to bring language-related business your way.

Another forum has abundant documentation, and I don't know whether the etiquette on ProZ allows me to quote directly. I shall answer any further queries you have directly by e-mail.

I should imagine specialist agencies for combating computer fraud also exist in all the O.E.C.D. countries, and probably elsewhere as well.

If there are Citizens' Advice Bureaux, as in my native UK, they may well be able to direct you to the appropriate law enforcement agencies.

I got to these facts after doing the rounds of the Tribunal d'Instance, the Tribunal de Grande Instance, the Direction départementale de la protection des populations, mainly concerned with health and consumer affairs. As a run-around, I found this rather exhausting, and an incipient health risk!

Was halfway through when I got suspicious because his e-mail account was deleted.

Now I just got the same job again (but differently formatted) from a company with a domain registered today.

It's translation-company.us

Huge change it's a scam, and also a big chance it's the same people as global-translation.org

As for the URL you posted, there is an ad with that same URL on translationdirectory - and coincidentally, there's an ad by "Zak Orell" too, "Posted on Saturday, 22 Jan 2011, 05:21:46".

A few days ago, when I first checked the website you mentioned, its whole template and contents (minus the company logo) were directly 'lifted' from a legitimate agency registered with ProZ. I sent them an email letting them know about this 'incident', and now I discover that site has misteriously and completely changed its appearance. And again, template and contents match (almost entirely) those from another website...
You can easily verify that by googling some of that content...

Is there absolutely no way of preventing this? Or at least have some kind of, I don't know, 'early warning system'?

I´ve also had that email come through for Spanish to English translation of the Health Everyday Guide from this scammer Willy Dubber.

The term "short time businesses" didn´t sound right, and the address provided didn´t match either. I had my suspicions and luckily I found this forum to confirm it is a scam.
Thanks to all of you for posting your comments, it was extremely helpful.
