You should see the link to purchase access to the course in the top right corner of the course page - http://www.proz.com/translator-training/course/13034-preparing_documents_for_translation_—_simple_rules_for_beginners - in the "Course registration" box. There you will have an option to purchase the course, or to "Register and pay later (RSVP)".
