The functional code probably does not need to be translated (but it might need to be localized, depending on what it is and what it does), but if VBA is used to display dialogs, etc., all the relevant strings would in fact need to be translated.
AFAIK, this would need to be done in the VBA editor, until the relevant strings could be exported by the programmer who created the application in some format that could be handled using a CAT tools

You should be able to export the macros code to a *BAS file or files and if there are any dialogs involved, they should be exported to *.FRM files.
Then you could try the various programming language filters in SDLX to see how good they are at extracting translatable content.
