What Steve said - crisp indeed. We could run the risk of overextending the meaning otherwise. 一心 for what? 一心 towards the same purpose/goal/objective. While here in this context we mean "we are united against terrorism", "we are one" is often used in many different contexts. we are one in battling AIDS, we are one in protecting our community, etc. The key word is that a large group of people are united towards the same goal. In that sense I don't see the need of having to point out the "location" of where the people are - for example "being together". 一心 works best IMO.

"眾"已經是"我們"了。眾志齊心。眾志齊一。

I get what you mean, He Li. I'm not sure I entirely agree, because I think "We are one" also has an active side to its meaning (the "defiance" that you wrote), and I think that 心 can have a passive side too - 也可以隐含感受的意思，不完全是意志，所以一心也可以代表同一的感受。
But if you want versions that reflect that passive identity rather than a group will, then:
他们也是我，他们都是我
How about:
我们都是，人人都是
Or more concretely:
人人都兄弟姐妹

依我理解，“We are one” 这句话中的 We 包括受害者。如果“他们都是我”这句话中的“他们”也是指受害者，那么这种译法就违背了原意，把受害者从 “We” 中分了出去。而且恕我直言，“他们都是我”这种说法不符合中国人的习惯。如果认为“他们都是我”表达了 “We are one” 的意思，那么 Steve 所建议的“我们休戚与共、风雨同舟”等则更为确切、通顺。

确实，原文的意思就是“我们是一个整体”，所以，“我们风雨同舟”的说法很确切。
