I mean, you just cannot generalise, that's my experience at least, and I haven't mentioned the translator's ability or lack of it. The advantage of being paid per hour (or minute) is that you don't commit beforehand to a certain lump sum.
If a certain job takes you longer you'll invoice more.

Hourly rate is all you can give

I've been asked to quote for jobs where I couldn't possibly have managed to proces more than 500 words in an hour; and others where I've been able to process 5,000 in that same time. Those are extremes, and you have to take into account the actual job requirements too, as has been said. But anything from 750 to 2,000 words per hour I would consider "normal". That's why I'd never agree to a per-word rate for editing - not before seeing the entire text, anyway.
