the proofreaders play a role in the translation industry for the final check of the translated documents. there are some concerns which believes that proofreaders are unnecessary.
is it vital to hire a seperate proofreader???? or it is enough have the translators for the proofreading purpose??

If the translator is excellent and applies the rule of letting the translation "rest" for several hours before proofreading it again, then hiring a proofreader might be necessary.
However, since it's quite possible for translators to overlook their mistakes, it is always better to hire or have an indepent person proofread a translation.

Are we talking about editors or proofreaders here?
If no editor was used before sending the work to be proofread, then the proofreader will necessarily be doing both, editing and proofreading, that is, if the job is to be done right.
It all depends on what the OP means by "final check".

How terrible would it be if a typo were to be left in? If it's an internal memo, it probably wouldn't matter. But what if the typo is in the name of a person being lauded in some newspaper article? That could be highly embarrassing, at least. It's a fact that a writer is often (normally?) blind to his/her own typos.
